Objectives
Injury or major property losses shall not occur due to fires. UiO has goals, plans and measures to protect buildings against fire.
- UiO works continuously and systematically to prevent fires, explosions and accidents, and limit the consequences of fire on life, health, the environment and material assets.
- UiO informs parties with the right to use UiO’s building stock about the requirements and prerequisites that apply to the use of the building, and with all the properties of the building and activities that have an impact on fire safety.
- UiO is familiar with the fire safety requirements that apply to its buildings and shall have knowledge about building elements, installations and equipment that are to detect or limit the consequences of fire.
- UiO shall ensure that building elements, installations and equipment in the building to detect fire or limit the consequences of fire are inspected and maintained so that they function as intended.
Roles
The terms owner and user are defined in the Fire and Explosion Protection Act and the Regulations on Fire Prevention
- Owners and users may be physical or legal persons
- The owner is the party that has registered title to the building
- The user is either the owner himself or whoever has an agreement with the owner regarding the use of the building. If the person who has an agreement with the owner to use the building sublets their right of use, the new user is "the party that has the right to use the building"
UiO’s defined roles in fire prevention work
- The Manager is responsible for HSE work.
- The Floor Contact shall serve as support for the manager and contribute to the undertaking’s fire-prevention and fire-fighting tasks.
- The Area Manager in the Estate Department is the Chief Fire Officer and works systematically to protect buildings and activities against fire.
- The Fire Adviser in the Estate Department contributes technical and professional expertise, particularly related to fire safety installations and systems.
- The Fire Prevention Adviser at the Unit for HSE and Emergency Preparedness has overall system responsibility for the fire safety area and shall provide support to UiO’s management and units.
Work organisation
Ownership
It is the owner who is responsible for familiarising themselves with and communicating information about fire safety in the building, and about the buildings’ current prerequisites. The owner shall also coordinate their use to ensure compliance with the requirements and routines that apply to the building. The University Director is the chief responsible owner of all buildings. The Unit for HSE and Emergency Preparedness (EHMSB) has paramount system responsibility for the HSE and fire prevention area. The Estate Department (EA) is responsible for the building’s permanent infrastructure and fixed installations.
Users
Users at UiO are managers, employees, students and visitors who are present in UiO’s buildings. Everyone has an obligation to take reasonable care and act in such a way that fire, explosions and other accidents are prevented, and buildings are used in accordance with fire safety requirements.
The manager of the undertaking shall set goals and implement plans and measures to reduce the risk of fire in the building and ensure inspection of own user equipment and user installations. The individual unit shall assess and develop local procedures and instructions when necessary. Individual employees and students are obliged to keep themselves up-to-date on the current procedures and instructions.
The managers of undertakings appoint and divide the spaces for Floor Contacts in consultation with the Chief Fire Officer from The Estate Department (EA) when necessary.
Risk assessment
HSE risk assessment shall uncover, correct and prevent deficiencies in the systematic fire safety work, and uncover whether the systematic fire safety work is adapted to the risk of fire as a result of the undertakings use of the building.
Training
All employees shall participate in fire prevention training and fire drills . Participation shall be documented. Students shall receive sufficient information about how to avoid fire and act in the event of fire.
Reporting
Adverse events are reported in the Speak up portal.
