Work duty rates valid through spring 2022

The work duty account is a tool for employers to distribute tasks among academic staff. Work duty regulations are set by the Dean. Department Heads and Centre Directors may add supplementary local provisions when approved by the Dean.

The work duty account regulates administrative and teaching tasks, the distribution of which often demands the coordination of many employees at a Department or Centre. Other tasks, including research, are generally carried out independently or in smaller groups; these are best administered by employees themselves and are therefore not included in the work duty account.

Tasks encompassed by the work duty account are either mandatory or otherwise approved by the Department Head or Centre Director. The work duty account applies especially to tasks carried out outside the Department/Centre, such as teaching at other University entities. Work compensated with a fee is not to be registered in the work duty account.

The hourly rates set out in the work duty account are based on standardized norms. The actual amount of time spent on a task may diverge from these rates. However, time spent on tasks should align with standardized norms when averaged out over time. It is the responsibility of the Department Head or Centre Director to ensure that individuals can carry out their assigned tasks in a satisfactory manner within the framework of these rates. It is the employee’s responsibility to ensure that the time they invest in assigned tasks reasonably reflects prescribed norms.

Work duty for administration and teaching

The work duty quota for administrative and teaching tasks is calculated as a percentage of total working hours. This percentage varies according to an employee’s position and age, as set out in the table below.

*The work duty quota for four-year Doctoral Research Fellows is 25 percent or 1695 hours. The work duty quota may be discounted in order to accommodate for fieldwork, research stays abroad and the like; up to two semesters may be defined as without teaching duties, reducing the work duty quota to 1272 hours. The work duty quota for Doctoral Research Fellows with three-year contracts with an option for a fourth year is set at 75 percent of the employment period after the third year (maximum 1272 hours).

Surpluses and deficits

Surpluses and deficits are calculated annually.

It is the responsibility of the Department Head/Centre Director to ensure that tasks are distributed in a manner that does not contribute to a significant surplus or deficit in an employee’s work duty account. A surplus or deficit exceeding the work duty quota for one semester should occur only under exceptional circumstances. In such cases, the Department Head/Centre Director and the employee shall make a plan to reduce the discrepancy within an acceptable timeframe.

Sick leave and other leaves of absence

In the case of long-term sick leave or other leaves of absence, the work duty quota may be reduced. The Head of Department/Centre Director determines the scope of the reduction. The work duty quota will normally be reduced to reflect the period of absence, without regard to when the absence falls during the course of the year.

In the case of short-term sick leave that prevents an employee from completing assigned tasks, and when the nature of these tasks makes it impossible to perform them out at a later date, the employee is to be credited for these tasks.

Guidelines for registering work duty

Work duty accounts are maintained by administrative staff and presented to academic staff with a deadline for submitting corrections.

Tasks are to be registered the semester in which they are performed, unless one of the following exceptions applies:

  • Summertime teaching is registered in the previous Spring semester.
  • Exam-related tasks are registered in the same semester the exam is held.
  • Grading appeals against exam grades are registered the following semester.

Applicable standardized rates are presented below. As explained in the introduction, these rates are based on normative expectations for these tasks.

The time accounts:

  • Are a tool used by the employer to allocate responsibilities to academic staff.
  • Include responsibilities within administration and teaching. These responsibilities often require coordination of many employees across the entire organisation. Other responsibilities, including research, are usually performed by employees individually or as part of smaller groups and are therefore allocated most appropriately by those involved.
  • Include responsibilities that are either required or approved by the head of the unit. This applies in particular to responsibilities that are performed outside of the unit, such as teaching at other units at the University. Responsibilities that entitle the employee to receive credits are not normally included in the time accounts.
  • The regulations relating to time accounting are set down by the Dean. In consultation with the Dean, heads of units may adopt supplementary regulations for their unit.

The rates used in time accounts:

  • Indicate a standard workload relating to the various responsibilities. The actual work associated with a specific responsibility may differ from the hourly rate. However, over time and on average, workload should be in line with the hourly rates.
  • The heads of units are responsible for ensuring that each employee is able to perform their responsibilities in a satisfactory manner within the standard time. Each employee is responsible for ensuring that their efforts are in reasonable proportion to the standard hourly rates

Required duties:

The required duties in relation to administrative and teaching responsibilities are calculated in hours as a percentage of the total required duties. Required duties decrease with age and vary depending on the position, as indicated in the table below.

* For PhD candidates who are appointed for a four-year period, the required duties shall be equal to 25%, i.e. 1695 hours. Up to two teaching-exempt semesters may be granted for stays abroad, field work and similar, which means that the required duties may be reduced by up to 1272 hours. For PhD candidates who are appointed for a three-year period with the option to extend for a further year, the required duties shall be equal to 75% of the time for which the candidate is employed beyond the three-year period (maximum 1272 hours).

PhD candidates shall receive 15% additional credits for all teaching responsibilities (lectures, seminars, examinations, academic supervision and course responsibilities).

Surpluses and deficits

Surpluses and deficits are calculated annually.

The individual’s time accounts should, over time, achieve an approximate balance. “Approximate balance” has been defined as a deviation less than the teaching requirement for one semester or 449 hours. If the time accounts deviate by more than this, the balance must be restored within one year through additional or fewer teaching and/or administrative responsibilities. The upper limit for surplus hours that can be registered in the accounts or carried is 898 hours. Any hours exceeding this number will not be registered.

Absence due to illness and leave of absence

Required duties may be reduced in the event of long-term absence due to illness or leave of absence. The manager at the unit will determine any reduction.

Required duties will normally be reduced proportionately to absence, regardless of when in the year the absence occurs.

In the event of short-term absence due to illness that causes the employee to be unable to perform required responsibilities and if it is not possible to resume such responsibilities at a later date, the work shall be deemed to have been completed.

Procedures for completion

Time accounts are maintained by the administrative staff at the units and are presented to individual employees for correction by a specified deadline. Work is to be registered in the semester it is carried out, with the following exceptions:

  • Any teaching that takes place during the summer will be recorded against the preceding spring semester.
  • Examination work will be recorded against the semester during which the examination is held.
  • The processing of appeals will be recorded against the subsequent semester.

* The rate for ongoing academic work is available for all members of staff, except for staff on research or teaching sabbaticals. According to the University of Oslo’s guidelines, employees on research or teaching sabbaticals cannot assume any responsibilities that may hinder the purpose of the sabbatical. For this reason, employees on sabbaticals will not record hours in time accounts. Exceptions may only be granted in special situations and only if the total time accounts achieve an approximate balance.

** This rate shall be available to anyone who undertakes teaching responsibilities during the semester in question. The rate can be reduced or cancelled if little or no teaching in the given semester.

  • Participation at events in connection with start of semester or other student activities: Actual time used (to be agreed with the head of teaching)
    • Does not apply to program heads’ participation in meetings to welcome new students
  • Excursions/cabin trips in connection with start of semester: Actual time used, limited to 8 hours

Work with courses

  • For courses with automatic explanation of grades: 1 hour total for the grading and written explanation, per candidate
  • When course coordination is shared the rate is divided by the number of course coordinators, and 5 hours are added per person. For example, when two course coordinators share a course in which 20 hours are given for coordination, the calculation is such per person: 20/2 + 5 = 15 hours.
  • Project acquisition
    • SVPRO4000 – Prosjektforum: 30 hours per project
    • Other courses: 25 hours total per course
  • Supervision UTV3091: 3 hours per candidate
  • Quality system requirements for evaluation of courses (doing and publishing evaluations, and follow up): 5 hours per course

Processing of applications for positions at the department 

  • Hours are registered for reviewing of applications only when review committees are appointed.
  • The vice head of the department, heads of studies and project managers (when recruiting for own-project positions) do not receive hours for the processing and reviewing of applications.
  • A higher number of hours can be considered when an application process brings in an unusually large number of qualified applicants.
  • Interviews: Actual time used

Courses for employees

  • Participation in pedagogy courses, courses in digital tools/software, etc: Actual time used + one hour per course session. 
    • An excess of 10 hours per semester must be approved by the head of department. 
  • Does not apply to UiO’s course for University Pedagogy (UniPed).

Handing of shortfalls in hourly accounts for permanent employees

  • Shortfalls in the hourly accounts during a new employee’s first two semesters will normally not be carried over.
  • Shortfalls in the hourly accounts in excess of two semesters work duty will normally not be carried over.

Department of Political Science

Position:

  • Head of teaching (including political science programs): 337 hours per semester
  • Head of interdisciplinary bachelor programs and PECOS: 100 hours per semester
  • Head of research area: 60 hours per semester
  • Deputy Head of Department: 224.5 hours per semester

Course Convenor for courses that require extraordinary follow-up

  • STV1100-STV1400, STV4030A-C: 30 hours

  • STV1010, STV1020, STV4021 og STV4022: 40 hours

Teaching/examination:

Kodecafe (?Coffee and coding?) : 1,25 per hour

Compulsory assignments/seminar paper where feedback will only be provided in writing: 0,5 hours per assignment

  • Bachelor’s thesis: 1,5 hours per thesis, 0,5 hours for oral exams in OADM3090

  •  STV4911, mandatory assignments and exam: 3 hours per student
