Blind evaluation in EU calls for proposals

In 2023-2024, the EU is conducting a pilot for blind evaluation of applications to Horizon Europe

The pilot for blind evaluation of applications to Horizon Europe applies to stage one of all two-stage calls, including health clusters, with a deadline of 19 September.

Applications may be declared invalid

Blind evaluation means that applicants must omit information that can identify them in step one. In this part of the process, you submit a shorter application of 10 pages that describes "Excellence" and parts of "Impact" for the project. It is not permitted to include names of applicant institutions, acronyms, logos or names of personnel in the text.

If the project description contains identifying information, it will be declared "inadmissible" - not valid - and will not be evaluated by the subject experts.

If the application proceeds to step two, the full application must be written in the usual way without anonymisation. Excellence, Impact and Implementation will then be described and evaluated.

Applicant's responsibility

It is the applicant's responsibility to anonymise the project description, and the commission has drawn up guidance for this in the application template.

The unit for external funding encourages applicants at the faculty to read the guidance carefully and feel free to get in touch for assistance with applications, including reading drafts.
