According to the Ministry of Education and Research (KD), the strategy is based on the last White Paper on Svalbard, Meld. St. 32 (2015-16). The government wants Svalbard's natural advantages and unique opportunities to be utilized in the best possible way, while safeguarding Svalbard's natural environment and cultural heritage. The strategy is, according to KD, a long-term platform that establishes frameworks and principles for research and higher education in Svalbard.
