NORSTIP scholarship

This scholarship is only available for students nominated and admitted to a master program through partnerships participating in the NORSTIP scheme.

1. Definitions

  •  ?Candidate? means the student named in the administrative decision regarding award of a scholarship to which this document is attached.
  • ?Institution? means the higher education institution having enrolled the candidate into a Master programme.
  • ?Scholarship? means the monetary support awarded to the candidate in the administrative decision to which this document is attached.
  • ?Master programme? means the individual master programme/ into which the candidate has been enrolled at the Institution.
  • ?HK-dir? means the Norwegian Agency for Higher Education and Skills (hkdir.no).
  • ?UDI? means the Norwegian Directorate of Immigration (udi.no).
  • ?UiO? means the University of Oslo.

2. Administration of the scholarship

Payment of the scholarship will be administered by UiO. The candidate must direct questions regarding the Scholarship, payment schedules and the like to their contact person at UiO.

3. Conditions for entitlement to a scholarship

To be and remain eligible for a scholarship, a student must:

a) obtain and continuously uphold a valid residence permit from UDI.

b) accept enrolment into the Master programme provided by UiO, and continuously meet the requirements set by UiO for upholding his/her student status and right to attend the Master programme.

c) arrive at the UiO’s campus in Norway and commence their studies in accordance with the Master programme.

d) keep the study progression set by UiO for the Master programme.

It is expected that the candidate returns to her/his home country after completing the Master programme in Norway.

4. Calculation and payment of the scholarship

Subject to the terms and conditions set out herein, UiO will pay out the scholarship to the candidate, in accordance with the yearly applicable rate of the Norwegian State Educational loan Fund with the following schedule:

Costs covered:

  • Tuiton fees
  • Living costs for the duration of 22 months.
  • Residence permit and visa costs NOK 5400.
  • Start-up grant, paid once, when the student arrives in Norway. The start-up grant is intended to cover part of the deposit in the halls of residence, initial expenses, such as semester fees, household goods and warm clothing. The start-up grant is NOK 15 000.
  • A (return) ticket to/from Norway from the airport nearest to the student’s place of residency in home country. Max NOK 15 000
  • Fieldwork max NOK 29 000
  • Other costs to cover unforeseen expenses (not part of the monthly scholarship paid to the student)

The scholarship supports reasonable costs for living and studying in Norway. The candidate is personally responsible for ensuring that the scholarship payments satisfies their various monetary obligations (housing, fees, etc.) and general living costs.    

The right to receive the scholarship is for the sole benefit of the candidate and may not be assigned or otherwise transferred to any third party.

Costs not covered include, but are not necessarily limited to:

  • Family members/children in the home country or in Norway.
  • The cost of shipping extra luggage to/from Norway.

5. Scholarship payment procedure

Until the candidate has acquired their Norwegian identification number and opened a Norwegian bank account, UiO will pay out the scholarship to the candidate via payment checks or other appropriate means of payment in use at UiO.

Upon acquisition of the identification number, the student will be required to open a personal bank account with a Norwegian bank and provide the account details to the contact person at UiO. Upon receipt of the student’s Norwegian banking details, UiO shall make all subsequent payments to the student’s Norwegian bank account. 

The Start-up grant shall be paid to the student by UiO upon arrival at the campus in Norway. Subsequent monthly payments will be made by UiO on the date set by UiO for such pay-outs. 

The amount due in rent for the student’s accommodation may be paid directly from UiO to the landlord’s designated account until the student has opened a personal Norwegian bank account.

6. Delays in study progression

If, at any time, there is risk for delay in the candidate’s study progression, the candidate must as soon as possible consult their contact person at UiO on how to avoid such risk/regain the required progression.

If delay in the study progression occurs, UiO will work together with the candidate to set up a plan/schedule for completing their degree.

If UiO decide that such a schedule/plan is likely to lead to the candidate finishing their degree within a maximum of one semester of the normal study progression, UiO may apply to HK-dir for additional funds to cater for the living costs entailed. Such additional funding will be subject to the candidate’s continued due fulfilment of the milestones set in the schedule/plan.

If UiO decide that the candidate cannot realistically complete their degree within the time frames mentioned above, UiO will ensure that the candidate receives reasonable funds to pay for their return journey and to cover reasonable living costs up to the return date.

7. Insurance

Students staying in Norway for more than 3 months can become members of the National Insurance Scheme (nav.no). As the duration of your stay in Norway is more than one year, you will automatically become a member of the National Insurance Scheme when you register as a resident in Norway with the National Registry (Skatt ?st). 

You will register for the National Registry at the same time as you meet with the police to order a residence permit card.  

Please be aware that it can take several months before you are registered with the National Insurance Scheme. 

All students from countries outside the EU/EEA must therefore have private or public health insurance to cover their stay in Norway or until they have become a member of the National insurance Scheme

Please note that this membership means "coverage under the health section". If you should get ill and need medical treatment, the insurance will cover this within Norway, but not in another European country. 

UiO strongly recommends that the student requires a travel insurance.

8. Right to stop and reduce payments of the scholarship

No payment of any part of the scholarship will be made to the candidate until they have arrived on UiO's campus in Norway.

UiO may stop payment of the scholarship if the candidate: 

a) is in breach of one of the conditions for entitlement to the scholarship set out in Clause 3, letters a) to c);

b) fail to maintain the required study progression set by UiO for the Master programme or follow up a schedule/plan agreed in pursuance of Clause 6.

UiO may reduce payment of the scholarship if the candidate’s costs of living are covered (in full or in part) by another Norwegian public entity.

Before the right to stop or reduce a payment is exercised the candidate shall be consulted, and the candidate shall be given minimum 14 days advance notice in writing.

Payments made in error (if any) may be unilaterally set-off against subsequent payments.

9. Administrative decisions and right to appeal

Decisions by UiO to temporarily or permanently reduce or stop payment of the scholarship will constitute administrative decisions under Section 2 of the Norwegian Public Administration Act 1967 and may be appealed.

Further information on the right to appeal will be set out in the decision and notices sent to the candidate if such reduction/stop should occur.
