Risk assessment procedure

Purpose

To ensure that mandatory HSE risk assessment is performed.

Range of application

For general risk assessment this procedure applies to all units at the University. For special risk assessments and Job Safety Analysis the procedure applies when the work is hazardous and/or can involve chemicals, hot work, biological agents, genetically modified microorganisms, factors harmful to reproduction, noise, mechanical vibration, radiation sources, inert air, avalanche, manual work with a risk to health and child labour. Applies when working in the field, operations, in the workshop and laboratory.

Responsibility

Managers are responsible for performing risk assessments, documenting it and ensuring that appropriate measures are implemented after the risk assessment.

Method

Risk assessment is conducted before work is initiated and updated by changes. Managers shall participate in risk assessment and ensure that at least one employee who performs the hazardous work is also involved. Managers must take the advice of safety representatives for planning, implementation and monitoring. Managers can call on support when needed, e.g. a representative of the Estate Department, Occupational Health Service etc. The manager shall ensure that the results of the risk assessment are known to the employees who perform the work.

Job Safety Analysis (JSA)

JSA is used for risk assessment of hazardous tasks where there are no instructions or documented training to ensure safety. Job Safety Analysis is performed before the hazardous work is undertaken. The JSA form (word) can be used.

General risk assessment

General risk assessment should be available at all workplaces. General risk assessment form (xls) can be used. Risk assessments are updated by changes and at least every two years.

Special risk assessments

In addition to a Job Safety Analysis in advance of individual tasks, there must be a thorough assessment of the following:

  • The use and handling of chemicals: Use the tools in the substance database ECOonline (ecoonline.no).
  • Hot work.
  • Risk of exposure to biological agents: Assistance can be requested from the Occupational Health Service.
  • Contained use of genetically modified microorganisms. Assistance can be requested from the Occupational Health Service.
  • Exposure to factors harmful to reproduction: Assistance can be requested from the Occupational Health Service.
  • Exposure to noise and mechanical vibrations: Assistance can be requested from the Occupational Health Service.
  • Working with radiation sources: Assistance can be requested from the local radiation protection coordinator.
  • Performing manual work which may involve risk of hazardous loads: Assistance can be requested from the Occupational Health Service.
  • Work in inert air: Assistance can be requested from the Occupational Health Service.
  • Elektromagnetisk felt:Assistance can be requested from the Occupational Health Service.
  • Threats and violence: Assistance can be requested from the Occupational Health Service.
  • Risk of avalanche: Assistance can be requested from an avalanche expert, e.g. NGI.
  • Labour performed by children and adolescents under 18 years: The general risk assessment form can be used.

Special risk assessments are updated as necessary and at least every three years.

Reporting

Managers send reports of completed risk assessments to LWEC and the unit's board. Job safety analyses are not reported.
