Regulations governing admission for exchange studies through UiO’s university wide agreements

The regulations were issued by the University Director 21 December 2022 and concern admission for exchange studies through UiO’s university wide agreements.  

The university wide agreements are bilateral agreements entered into by the University of Oslo and therefore not limited to any specific discipline. This means that most UiO students can apply through these agreements. 

Application deadline and documentation

  • The student must apply for exchange within the stated deadlines (15/2 and 15/9). 

  • The application must be registered in S?knadsweb with all required documents attached. 

  • Incomplete applications will be rejected.

Conditions for exchange studies

  • The student must hold admission to a bachelor, master or professional study programme both at the time of application and at the beginning of the exchange period.  

  • A decision to revoke admission prior to departure will overrule the offer of exchange.  

  • The required number of credits completed at the time of application/prior to departure is regulated by the individual exchange agreement.

  • Some partner universities may have stricter progression requirements than UiO's ordinary progression requirements defined in the regulations governing studies and examinations § 7.3. This will be communicated on the web page for the exchange agreement.  

Ranking of applicants

  • It must be possible to include the exchange semester in the student's education plan and the exchange must not normally lead to a delay in their studies.  

  • Language requirements are regulated by the individual exchange agreement. 

  • Grade average requirements are regulated by the individual exchange agreement.

  • For agreements with more applicants than available spots, new applicants are prioritized over applications requesting an extended exchange period.

  • The grade average calculation is based on achieved results from UiO. For courses with Norwegian letter grades, the following values should be used: grade A = numeric value 1, B = 2, C = 3, D = 4, E = 5. The results are weighted according to the number of credits awarded by the course. 

  • Courses from other higher education institutions are only considered if they are recognized as part of the degree, or necessary to reach the required number of completed credits. The grade average for external courses with Norwegian letter grades is calculated using the same values as courses completed at UiO.   

  • In the event of identical grade averages exchange spots are allocated based on a lottery. 

  • Final admission is decided by the partner institution abroad. 

Rejections are based on

  • Inactive admission status at the time of the application/time of departure 

  • Insufficient number of credits completed  

  • Insufficient study progression according to UiO regulations  

  • Insufficient study progression according to the exchange agreement 

  • Incomplete application 

  • Insufficient grade average according to the exchange agreement

  • Available spots allocated to other applicants with higher grade average 

Complaints and right to appeal 

The result of an exchange application, including rejections, is considered an Individual Decision cf. Public Administration Act § 2 first section letter b. An Individual Decision can be appealed cf. Public Administration Act § 28.  

A rejection of an application is also considered an Individual Decision cf. Public Administration Act § 2 third section. A rejection based on § 2 third section means that the administrative body in question has decided not to handle the application. An application submitted after the deadline is an example where an application may be rejected.
