Learning outcome

 

Students will learn about the UN and regional instruments relevant to counter-terrorism and human rights. Students will be able to analyze the necessity and proportionality of state measures taken in CT actions and policies in relation to the impact upon human rights, as well as identify ethical dilemmas in relation to civil society interests.

Knowledge

Students will gain knowledge about the UN Global Counter-Terrorist Strategy as interpreted and applied by state actors,

Students will have good understanding of relevant case law from regional human rights courts and UN human rights treaty bodies, applying international and regional human rights treaties.

Students will have a good understanding of the reports produced by the UN Special Rapporteur on Counter-Terrorism and Human Rights.

Skills

Students will critically analyze legislative instruments, UN Security Council resolutions.

Students will learn how to critically read case law and how to recognize protection gaps resulting from inconsistencies in national interpretation of standards within legislation.

Students will be able to conduct necessity and proportionality analysis when reviewing state CT measures in relation to human rights.

General Competence

Students will be able to identify human rights protection interests relevant to civil society by referring to human rights and refugee law instruments, this competence will be useful in legal advisor jobs within the Ministry of Justice, Police, international organizations, think-tanks, NGOs, or other entities working with counter-terrorism.
