Course content
Internet governance" may be loosely defined as the various sets of norms (legal and non-legal) that determine how the Internet and its related applications function. This course focuses especially on two perspectives:
First, we address the regulation of Internet platforms and other internet intermediaries. EU law exempts certain intermediaries from liability, subject to specific obligations.
Second, the course examines the transnational private regulation of the Internet, including the global governance of the Domain Name System (DNS). We elaborate on the processes that regulate the allocation of domain names and resolve related disputes.
The course addresses respective roles played in Internet governance by, on the one hand, contractual (and other private law) mechanisms and, on the other hand, various legislative instruments, especially those adopted by the EU

Learning outcome
You learn about European and transnational Internet regulation. Relevant questions include: How are Internet platforms regulated under the EU Digital Services Act? What characterizes the global governance of the Domain Name System?

Admission

You may register for this course if you have admission to a Master of Law-programme at UiO, the Faculty of Law's exchange-programme or have admission to Law-electives at masters-level. All applicants must fill the formal prerequisites.
Prerequisites
Formal prerequisite knowledge
Students must fill one of these requirements:
- Passed 1st - 3rd year of the 5-years degree Master of Laws (Master i rettsvitenskap at UiO) (or exams that qualify for exemption for these) or
- Hold a 5-years Master’s degree in Laws (Master i rettsvitenskap at UiO) or equivalent.
Exemptions from the formal prerequisites will be given to students with admission to the faculty's own exchange or master’s degree programmes. This rule does not apply to students with admission to other master’s degree programmes at the University of Oslo, unless otherwise agreed.

Teaching
Lectures/seminars.
Language of teaching for this course is English. This means that all communication during lectures/seminars will be in English, and all literature and auxiliary materials are in English.
Access to teaching
A student who has completed compulsory instruction and coursework and has had these approved, is not entitled to repeat that instruction and coursework. A student who has been admitted to a course, but who has not completed compulsory instruction and coursework or had these approved, is entitled to repeat that instruction and coursework, depending on available capacity.
Examination
Term paper with a maximum of 4000 words.
A draft should be handed in in the middle of the semester, maximum of 2000 words. Delivery of the draft is mandatory. Students are awarded either a passing or a failing grade on the draft.
Footnotes should be included in the word count of the main text. Not included in this count: front page (title etc.), summary, table of contents and references (bibliography). (If relevant for the paper).
Assignments/papers with text exceeding the word limit will not be accepted
Examination support material
This is an open book exam. Candidates may therefore make use of all available sources during the examination period.
Your exam paper must be an independent work. Exam candidates are not permitted to communicate with other persons about the exam question(s) or distribute draft answers or exam answers.

The course is subject to continuous evaluation. At regular intervals we also ask students to participate in a more comprehensive evaluation.
