UV9352 – Educational policy and research: transnational demands and the implications of knowledge transition

Course content

This course will challenge dominant policy views on education, and question whether curriculum is merely an expression of what to learn and assess in terms of skills and knowledge.

With this as a departure, we will address curriculum, leadership and evaluation in relation to different national reforms and in relation to transnational discourses which are legitimising knowledge and contents of education.

Transnational and national educational policies are becoming more interdependent; however, the ways in which this interdependence are manifested in different national and local arenas through the construction of knowledge, remains an open question and a subject for empirical research.

To examine the development and realisation of public policy and the construction of knowledge as a driving force for education reform and curriculum in particular, the first day of the PhD- course will focus on the differentiations which evolve as an outcome of how decision-processes are taking place at national and local arenas and as organized pursuits in contexts regarded as ‘places’ for communication.

The second day, the course will go deeper into the way transnational concepts used in educational policy interact—converge or diverge—with national policy. Transnational interactions are here understood as cooperation and interaction across boundaries that are not clearly defined and which create spaces for policy sharing and learning. Such interactions do not replace but rather incorporate the nation-state and the school as a place in transnational systems of regulation.

Learning outcome

The candidate should be able to

  • develop insights into the rationales of education reform and governing in the field of curriculum, leadership and evaluation
  • explore how education policy and reform includes transnational flows of knowledge within the nexus of vertical and horizontal decisions fields
  • identify how differentiation processes in education articulate constraints as well as provide opportunities for education reform and changes
  • examine implications of converging and diverging patterns of policy formation in different contexts

PhD-candidates enrolled in NATED will be given priority, but it is also possible for other PhD-candidates to apply for the course.
